The reason for the searches was the scandal surrounding the Philharmonic building in the center of Nalchik: as they wrote in the press, estimated at 20 million rubles, in April 2012 it was sold without a competition for 1 million to fashion designer Madina Khatsukova (cousin of Arsen Kanokov's wife). On May 9, the court granted the petition of the investigation and, as a temporary measure of restraint for the detainees, chose arrest,,,,,,. Some media claimed that the Philharmonic moved from the building that became the subject of the conflict to another concert venue back in the 90s, and by 2012 the Center for Folk Crafts worked there, where one of the employees was Khatsukova. Arsen Kanokov, commenting on these messages, said that it was about a "dilapidated building" and that "this story will not have any continuation."

The press suggested that the anti-corruption operation, the first after Vladimir Kolokoltsev assumed the post of Minister of Internal Affairs of Russia, could be arranged by opponents of Kanokov against the head of the republic himself,,. The media also suggested that, in addition to this case, the leadership of the republic could be charged with the illegal transfer to private individuals of the lands of the Elbrus national park, intended for the development of the resort. The head of Kabardino-Balkaria, Arsen Kanokov, slightly won against the background of other Russian billionaires. In the Forbes list, he dropped from 179th to 185th place, and his fortune decreased to $500 million. However, the president of the KBR remained the richest of the heads of the North Caucasian republics. And although his personal wealth contrasts with the position of the majority of the inhabitants of Kabardino-Balkaria, the federal center is generally satisfied with Kanokov.

In 2010, Finance magazine estimated the fortune of Arsen Kanokov, president of the KBR, at $600 million. In the ranking of the richest Russians, he was in 179th place. Now Forbes magazine has lowered Kanokov to 185th place and cut his wealth by $100 million. However, in the luxury rating of the heads of Russian regions, Arsen Kanokov remained in the top ten. AT North Caucasus District he has no equal. All the rest, according to income declarations, live on a salary of 100-300 thousand rubles. Even Plenipotentiary Alexander Khloponin, who also made it into the top ten regional leaders, is a small fry compared to Kanokov, with an income of 116 million rubles.

Kanokov came to Caucasian politics by no means a poor man, but he was not on the Forbes lists. He owns the Sindika holding, which has spread its networks from Nalchik to Moscow. It includes two banks - "Interregional Clearing" and "CentroCredit", markets and shopping malls in Moscow and the Moscow region "Troitsky", "Pokrovsky", "Usachevsky", "Bratislavskaya", "Tushinsky", "Sindika-O". In addition, Kanokov owns a market in the city of Dzerzhinsky, hotels and shopping and entertainment centers in several cities of the country.

In order to comply with the law, when he was appointed head of the republic, Kanokov formally left the business. He transferred his assets to trust management. However, this does not prevent his close relatives from enriching themselves. Thus, Ruslan Bashirovich and Antemirkan Khamashevich Kanokov are members of the Board of Directors of OAO Kabbalk-Intourist. Kanokov Leonid Bashirovich, according to Novaya Gazeta, is a member of the board of directors and the owner of 25 percent of the shares of Sindika CJSC.

In general, when appointing Kanokov to the post of head of the KBR, the Russian leadership was well aware of his well-being. However, as in the case of the relocation of Alexander Khloponin to a problematic region, he placed high hopes on the successful businessman for the economic revival of the republic. How far they were justified is difficult to judge from the conflicting assessments of the current situation in Kabardino-Balkaria.

During the years of Kanokov's rule, the republic has become on a par with such problematic subjects from the point of view of security as Dagestan and Ingushetia. The attack on the hydroelectric power station, attacks on scientists, imams, law enforcement officers, and finally, the shooting of tourists in the Elbrus region created such an image for Kabardino-Balkaria that no sane businessman would want to invest there, and athletes would think seven times before sharpening their skis on Chegem or Elbrus.

As a result of the worsening business climate in 2010, the KBR fell to penultimate place in Russia in terms of investment in fixed assets. The republic's budget, as it was, and remains half subsidized. The funds are spent inefficiently, but Boris Rakhaev, the head of the Control and Accounts Chamber of the KBR, who tried to point out the theft, was fired and was restored only thanks to a court decision.

The standard of living of the Kabardino-Balkarians has always been one of the lowest in the country. In terms of the subsistence minimum, according to a study by the Research Institute of Economic and social problems Southern Federal University, KBR takes 87th place in the all-Russian ranking. Housing construction rates are at a minimum. Unemployment is at the level of the ten worst subjects of the federation, despite the fact that the republic has negative demographic indicators. The population, mostly Russian, is leaving Kabardino-Balkaria.

All these problems allow Kanokov's opponents, especially representatives of the clans that have lost their business and profitable positions with his arrival, from time to time predict the imminent removal of the president of Kabardino-Balkaria. Last year, this issue arose sharply in connection with the expiration of the next term of office of the head of the republic. He was immediately reminded of Kunaks in all important posts, and the loss of excise stamps for alcohol, and rumors about the tribute that the Kabardino-Balkarian business and Kanokov himself pays to the militants.

Now rumors about Kanokov's resignation have spread again. The reason was the February appointment of Valery Zhilov, the former general director of the New Ring of Moscow OJSC, as the first deputy chairman of the government of the KBR. It is believed that in this way the president of the KBR restores Moscow ties in order to return to the capital and take the post of senator in the Federation Council.

But, most likely, these prophecies are wishful thinking.

Firstly, the KBR government operates with rather optimistic data. According to them, while Arsen Kanokov is in charge of Kabardino-Balkaria, it is demonstrating sustainable economic growth. “In particular, the budget subsidization decreased from 56.9% in 2006 to 45.7% in 2011. Consolidated budget revenues over the past five years (2007-2011) increased 2.2 times and amounted to 24.9 billion rubles. The volume of the gross regional product increased from 43.3 billion rubles (2006) to 82.2 billion rubles (2011),” the head of the republic said in a recent press release issued on the occasion of Kanokov's 55th birthday.

According to the press service, the KBR holds a leading position among the subjects of the North Caucasus Federal District in terms of growth in agricultural production. Innovative industries are opening in the republic, such as the production of energy-saving lighting fixtures on LEDs at the Telemechanika plant and X-ray equipment at the Sevkavrentgen-D plant.

Kanokov has even more plans for the future. For implementation State program « Economic development and innovative economy" in 2012-2015, almost 50 billion rubles should be spent, of which 6 billion are republican funds. In addition, it is planned to build objects of the North Caucasian tourism cluster. All this should defeat unemployment and stop the outflow of the population.

Secondly, the federal center does not make any special claims to Kanokov. Moreover, on the occasion of the 55th birthday of Arsen Bashirovich, President Dmitry Medvedev thanked him for his great contribution to the socio-economic development of the constituent entities of the Russian Federation and for his conscientious, long-term work.
